The following Seller clearly states that s/he is open to Bidders/Buyers WORLDWIDE. toyrepairatcharterHowever, I am a Canadian Buyer who tried a BUY IT NOW purchase this afternoon. The eBay transaction could not be completed because the Seller had not provided the Canadian shipping costs - only the USA amount which, when entered, was not accepted (as I have a Canadian address for my account). Additionally, the REQUEST TOTAL FROM SELLER feature was disabled by the Seller, so an invoice . . . to include shipping . . . could not be requested. I contacted the Seller through the eBay messaging system about this difficulty and got no reply from him/her. Subsequently, the item was later purchased by someone else - presumably a USA Buyer who did not run into the shipping cost snags I encountered. PET PEEVE: I do wish that (some) Sellers would be more conscientious with their auction settings and listings. Sigh.

I feel your pain! I have ran into this also when trying to buy from other countries.

Another eBay Seller to approach with caution. Member id jemmert79
I contacted this Seller earlier this week asking to open the auction to NON-USA customers. S/He obliged and I successfully placed my first bid.
As it turned out, I was outbid on the item so I attempted to enter a second bid today. I was blocked from bidding. It appears that this Seller reneged on our arrangement, which is annoying enough. Further aggravating the matter is that there was no correspondence from the Seller that s/he had changed her/his mind.
Naturally, I am reporting this matter to eBay since it is the kind of behaviour which does not foster goodwill between Sellers and Buyers.
P.S. I am from small-town Canada. Maybe it was just how I was raised: When one gives his word, I expect that he will keep it.

A mans (or womans) word is there bond and a handshake is a contract! I watched my father and grandfather sell hogs and cattle on this principle for many years as a little kid now I have to have contracts on everything. The world is changing and not always for the better!

I wrote to the Seller after the close of the auction.
S/He replied with an apology and said that there is "something (wrong) happening with eBay's system."
I will await a response from eBay and then compare explanations. If it turns out that the fault lies with eBay and not with the Seller's own settings, then I will report back exonerating the Seller's reputation.
